This leads to a reduction in the peak load used for billing purposes, as this peak load is generally lower than the sum of the individual peak loads per withdrawal point. Pooling thus lowers the cost of the annual capacity charge to be paid.
Pooling as per § 17 para. 2a StromNEV applies if:
- (Nr. 1) it is used by the same grid user (end consumer or distributor),
- (Nr. 2) it is connected to the electricity supply network of the same grid operator,
- (Nr. 3) it is located at the same grid or transformer level, and
- (Nr. 4, 1. Alt.) it is either part of the same grid node or (Nr. 4, 2. Alt.) is connected to the electricity supply network via a customer-side galvanic connection.
According to Section 2 No. 11 StromNEV, a grid node is defined as a spatially confined part of an electricity supply grid that is located in a structurally related area and consists of:
- A substation, a transformer facility, a transformer station, a local network station, or a switchgear, or
- another transfer point with a galvanic connection comparable to the cases mentioned in letter a, to which one or more withdrawal points are connected.

Customers who are currently individually measured and billed according to standard load profiles (SLP) can be combined through pooling into a virtual metering point with rLM (registered power measurement) metering and rLM billing. The prerequisite is that the individual measurements are now performed as rLM.

In this case, the aggregated peak load is lower or equal to the sum of the peak loads considered individually.
