Special forms of grid utilization

The legislator enables a reduction in grid usage costs under the Electricity Grid Usage Fee Regulation (StromNEV) if the customer supports the grid through their behavior or behaves in a way that relieves the grid.

Specifically, this includes:

Atypical grid usage:

Here, the customer’s consumption behavior is ‘atypical’ compared to the load on the grid.

Power-intensive grid usage:

You consume more than 10 GWh per year at a site and have a high continuous load (+7,000 full utilization hours).

Singular grid usage:

You use equipment singularly on the grid.

Storage in an electricity storage system:

You operate storage and want to receive individual grid fees.

 

Atypical grid usage:

End consumers who exhibit a special consumption behavior – as specified in the Electricity Grid Usage Fee Regulation (§ 19 Para. 2 StromNEV) – are entitled to an individual grid fee. The agreement required in this context between the end consumer and the network operator requires approval from the regulatory authority (BNetzA). The agreement of an individual grid fee is subject to the condition that the respective requirements according to § 19 Para. 2 StromNEV are actually fulfilled. If this is not the case, the grid usage will be billed according to the general grid fees published in the price list.

Potential / Example
Initial situation

Customer with a maximum annual power of 700 kW in the summer.
The network operator’s peak load window is in the winter between 5:00 pm – 6:00 pm. During this time, the customer’s maximum power is 500 kW.

Application

The billing-relevant annual peak load is determined during the peak load window. The peak load window is exemplarily between 5:00 pm – 6:00 pm in the winter. During this time, the customer reduces their grid usage by 200 kW compared to their normal grid usage through a load management measure.

Therefore, the new billing-relevant annual peak power is 500 kW – 200 kW = 300 kW.

Calculation to date

Grid Operator’s Capacity Charge: 70 Euro / kW

700 kW x 70 Euro pro kW = 49.000 Euro

New calculation

Grid Operator’s Capacity Charge: 70,00 Euro / kW

300 kW x 70 Euro pro kW = 21.000 Euro

Savings

49.000 Euro – 21.000 Euro = 28.000 Euro p.a.

Calculation to date

Grid operator’s capacity charge: €70.00 / kW 2,000 kW × €70.00 per kW = €140,000.00

Grid operator’s energy charge: €1.03 cent / kWh or €10.30 / MWh 14,860 MWh × €10.30 per MWh = €153,058.00

Total energy charge and capacity charge = €293,058.00

New Calculation

Grid operator’s capacity charge: 70,00 Euro / kW

293.000 Euro x 0,20 = 58.600 Euro (maximale Entlastung)

Savings

293.000 Euro – 58.600 Euro =234.000 Euro p.a.

Interruptible consumer facilities

Interruptible consumer facilities without power measurement can be shut down by the grid operator during peak load times. In return, the customer receives a reduction of grid usage costs by up to 80 percent.

Currently, this is predominantly applied to night storage heaters. However, the scope of application can be extended to other consumers as well as storage systems / electric vehicles.

Expanding the controllable load to include a facility for interrupting consumption with dedicated measurement.

Energy price charged by the network operator: 6,43 Eurocent / kWh oder 0,0643 Euro / kWh
12.000 kWh x 0,00643 Euro pro kWh = 771,60 Euro

New Calculation

Energy price charged by the network operator is reduced by 80 percent:

0,0643 Euro / kWh x 0,20 = 0,01286 Euro / kWh
12.000 kWh x 0,01286 Euro pro kWh = 154,32 Euro

Singular Operating Equipment

The fees for singularly used operating equipment according to § 19 (3) StromNEV are determined per supply point. A condition for this is that all operating equipment in a network or transformer level is exclusively used by the customer.

The amount of the fee is based on individually assignable costs, which are determined according to § 4 StromNEV based on parameters such as the number of used operating equipment, installed capacity, and length of the line.

The fee per supply point is calculated from the unit price multiplied by the individual quantity. The current individual fees according to § 19 (3) StromNEV per supply point are published on the website of the network operators according to § 27 (1) StromNEV.
