Special forms of network use

Using the Electricity Network Fees Ordinance (StromNEV), the legislature allows network usage costs to be reduced if the customer supports the network through their behavior in network operation or behaves in a way that “relieves the burden on the network”.

Specifically, this includes:

Atypical network usage

Final consumers who have a special consumption behavior – which is specified in more detail in the Electricity Network Fee Ordinance (§ 19 Para. 2 StromNEV) – are entitled to an individual network fee. The agreement between the end consumer and the network operator required in this context requires the approval of the regulatory authority (BNetzA). The agreement on an individual network fee is subject to the proviso that the respective requirements pursuant to Section 19 Para. 2 StromNEV are actually met. If this is not the case, network usage will be billed according to the general network fees published in the price sheet.

Potential/Example
Initial situation

Customer with an annual maximum output of 700 kW in summer.
The network operator’s peak load time window in winter is between 5:00 p.m. and 6:00 p.m. During this time, the customer’s maximum output is 500 kW.

Application

The annual maximum load relevant to billing is determined in the high-load time window. The peak time window is, for example, between 5:00 p.m. and 6:00 p.m. in winter. During this time, the customer reduces his grid consumption by 200 kW compared to his normal grid consumption through a load management measure.

The annual maximum output relevant for billing is therefore 500 kW – 200 kW = 300 kW.

Calculation so far

Service price of the network operator: 70 euros / kW

700 kW x 70 euros per kW = 49,000 euros

New calculation

Service price of the network operator: 70.00 euros / kW

300 kW x 70 euros per kW = 21,000 euros

Saving

49,000 Euros – 21,000 Euros = 28,000 Euros p.a.

Service price of the network operator: 70.00 euros / kW

293,000 euros x 0.20 = 58,600 euros (maximum relief)

Saving

293,000 euros – 58,600 euros = 234,000 euros p.a.

Interruptible consumption devices

Interruptible consumption devices without power measurement can be switched off by the network operator during peak load times. In return, you will receive a reduction in network usage costs of up to 80 percent.

Currently this is mainly used for night storage heaters. However, the area of application can be expanded to include other consumers and also storage/electric vehicles.

Extension of the switchable load with a device for interrupting consumption with dedicated measurement.

Calculation so far

Network operator’s working price: 6.43 euro cents / kWh or 0.0643 euros / kWh
12,000 kWh x 0.00643 euros per kWh = 771.60 euros

New calculation

The network operator’s labor price is reduced by 80 percent:

0.0643 euros / kWh x 0.20 = 0.01286 euros / kWh
12,000 kWh x 0.01286 euros per kWh = 154.32 euros

Saving

771.60 euros – 152.32 euros = 617.28 euros p.a.

Singular resources

The fees for single-use resources in accordance with Section 19 Paragraph 3 StromNEV are determined for each delivery point. The condition for this is that all equipment in a network or substation level is exclusively used by the customer.
The amount of the fee is based on the individually attributable costs, which in accordance with Section 4 StromNEV are based on the following parameters such as: B. the number of resources used, the installed power and the length of the line.

The fee per withdrawal point is determined from the individual price multiplied by the individual quantity. The current individual fees according to Section 19 Paragraph 3 StromNEV per withdrawal point are published on the network operator’s website in accordance with Section 27 Paragraph 1 StromNEV.
